The Vision Council is updating the Chemical Management and OSHA compliance resources to reflect numerous regulatory changes over the past several years. We will be sending a series of memos over the next few months, with training, templates, references, and OSHA required written programs. This third memo addresses Lockout-Tagout.

29 CFR 1910.147, Control of Hazardous energy (Lockout/Tagout) standard covers the servicing and maintenance of machines and equipment in which the unexpected energization or start-up of the machines or equipment, or release of stored energy, could harm employees. This standard establishes minimum performance requirements for the control of such hazardous energy.

The Lockout/Tagout standard requires employers to:

  1. Develop a written Lockout/Tagout program
  2. Develop written step by step procedures for locking out or tagging out specifically for each machine
  3. Provide training for Authorized Employees (those who set up and/or maintain equipment) and Affected Employees (those who operate or work near equipment)
  4. Periodic inspections verifying affected employees know and follow written lockout/tagout procedures)

Your company's written lockout/tagout program is one of the documents OSHA inspectors will ask to see during the opening conference prior to beginning the physical inspection. Having proper documentation readily available will help show the company's good faith efforts to protect your workers.
